Project Overview

The project is a strategic intervention designed to provide sustainable energy solutions to Lebanon's public sector, ensuring the continued delivery of essential services despite the national energy crisis. The project operates at two levels: improving energy access for public institutions (such as the Lebanese Armed Forces, Internal Security Forces, the Justice sector and educational facilities) and supporting the private sector growth by enabling the industries to adopt renewable energy and circular-economy practices creating green jobs and stimulating economic recovery. The project aligns with Lebanon’s climate commitments under the Paris Agreement to reduce greenhouse gas emissions by 20% by 2030 and increasing the share of renewable energy.

Project Objective

  • Provide reliable solar energy solutions to public service providers to bridge the gap left by the national utility.
  • Reduce the cost of electricity on the national budget, alleviating financial burdens on the central government and public sectors.
  • Support industries in transitioning to renewable energy and adopting circular economy practices to create sustainable jobs.
  • Mentor SMEs and assist start-ups in reaching the marketplace through seed funding and networking.
  • Advance capacities, policies, and legislation to support the renewable energy deployment and sector transformation.
     

Achievements & Key Figures

  • Deploying renewable energy and energy efficiency (RE/EE) systems across 92 priority public facilities, including 30 Lebanese Army facilities, 27 Internal Security barracks, 7 Justice Palaces, 9 public schools, and 11 TVET institutes; to ensure the continuity of essential state services. (2023- Present).
  • Generating over 8,500 MWh annually and reducing CO₂ emissions by more than 12,000 tons per year, significantly lowering national dependence on diesel and advancing climate action goals (2023- Present).
  • Completing comprehensive technical assessments for approximately 100 facilities, including rigorous energy audits and structural designs to ensure all installations meet best-practice engineering and performance standards (2023- Present).
  • Strengthening Lebanon's green energy market by developing high-level technical specifications, safety-compliance protocols, and third-party certification mechanisms to enhance sector reliability and consumer protection (2023- Present).
  • Accelerating private-sector growth by supporting 20 clean-energy start-ups through incubation, mentoring, and early-stage funding, while fostering SME engagement in digital-green solutions (2023- Present).
  • Equipping national training institutions to deliver certified solar PV and sustainability programs through specialized curriculum development, trainer preparation, and certification systems (2023- Present).
  • Advancing national policy and regulation through comprehensive legal reviews, energy sector studies, and technical support to authorities working on sector planning and safety (2023- Present).
  • Reaching thousands of direct and indirect beneficiaries — including public sector staff, students, engineers, and technicians — through improved energy access and strengthened institutional services (2023- Present).
     

GESI Component (Gender Equality and Social Inclusion)

The project thoroughly mainstreams gender equality across all interventions by empowering women to lead within the energy sector with a GEN2 gender marker applied to its women-engineers output. This is achieved by specifically targeting women engineers for advanced training and promoting their participation in vocational programs to increase the number of female solar technicians and installers. Additionally, the initiative accelerates female entrepreneurship through dedicated development for women-led start-ups, while simultaneously engaging with policymakers to advocate for gender-inclusive energy frameworks that ensure long-term, equitable policy change.
