Project Overview

This project assists Lebanon in fulfilling its international obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. It specifically supports the preparation of Lebanon’s first and second Biennial Transparency Reports (BTR1 & BTR2) and its Fifth National Communication (5NC). By establishing a robust system to track climate progress, the project enables Lebanon to transition to the Enhanced Transparency Framework (ETF), ensuring that national climate data is transparent, accurate, and consistent.

Project Objective

  • Prepare and submit Lebanon’s BTR1 (by Dec 2024) and the combined NC5/BTR2 (by Dec 2026).
  • Update and manage Lebanon’s Greenhouse Gas Inventory, focusing on key sectors like energy, transport, and waste.
  • Establish a formal system to track and report progress toward Lebanon’s Nationally Determined Contributions (NDC).
  • Report on climate change impacts and adaptation measures to enhance national resilience planning.
  • Document and report on the financial, technological, and capacity-building support needed and received.

Achievements & Key Figures

  • Submitted Lebanon’s First Biennial Transparency Report on Climate Change (BTR1) to the UNFCCC in December 2024.
  • Submitted Lebanon’s 2022 National Inventory Report (NIR)[HM8.1] to the UNFCCC, based on the compiled updated GHG inventory (1994–2022) capturing national emission trends and key sectoral contributors in December 2024.
  • Strengthened the National GHG Inventory System, with updated templates, QA/QC procedures, and capacity-building workshops for data providers.
  • Conducted extensive training sessions for more than 100 national experts on GHG inventory, mitigation tracking, adaptation reporting, and support mobilization.
  • Updated GHG emission factors and improved sectoral activity data for energy, transport, industry, agriculture, forestry, and waste.(2024).
  • Strengthened QA/QC protocols, establishing a regular review mechanism and technical backstopping structure.
  • Enhanced archiving and documentation procedures to ensure long-term institutional memory.
  • Tracked implementation of mitigation actions under NDC 2.0, establishing clear linkages with NDC 3.0 targets in 2025.
  • Documented support needs and received support, enhancing coordination with international partners and donors.
  • Updated sectoral databases through data calls and bilateral consultations with 15+ institutions.
  • Organized multiple transparency workshops for public and private stakeholders.

GESI Component (Gender Equality and Social Inclusion)

The project is designated as GEN2, emphasizing gender mainstreaming in climate reporting in line with the GEF Gender Equality Policy. It ensures the representation of women in technical working groups and decision-making committees related to the BTRs and 5NC, promotes the use of gender-disaggregated data where applicable, particularly in assessing climate change impacts on vulnerable populations, and delivers targeted training sessions to empower female experts in climate science and GHG inventory management. The project also aligns climate reporting efforts with national gender equality goals to ensure that mitigation and adaptation strategies are socially inclusive.
