Certificate Always at Hand: Experience of Accessing a Disability Certificate through Tunduk

Previously, after completing the Medical and Social Expert Commission (MSEC) assessment, Temirbek Kurmanbaev received a paper certificate that he had to keep and present whenever needed. Today, the document is automatically available on his phone through the Tunduk mobile application.

“The main advantage for me is that the certificate is always available on my phone. Previously, there was only a paper version, and I was afraid to lose or damage it but now the electronic document is always at hand,” says Temirbek.

A resident of Bishkek, Temirbek has been undergoing reassessments through the Medical and Social Expert Commission since 2021. Due to the progression of his health condition, he needed to obtain a disability status and renew it on an annual basis.

According to Temirbek, the MSEC assessment procedure itself has remained unchanged. It still includes medical examinations and an in-person review by specialists. What has changed is how the results are processed and received: the certificate is now also available in digital format.

“The paper certificate was usually issued within two or three days. Now it appears in the application as early as the next day,” he notes.

The digitalization of MSEC has enabled referrals for assessments to be submitted online, automated referral routing and electronic document signing. Assessment results are available to citizens through the Tunduk mobile application. The system also maintains the Unified Registry of Persons with Disabilities and increases transparency by eliminating the need to transfer paper documents between healthcare institutions and MSEC offices.

UNDP reaffirmed its commitment to continuing support for the Government of the Kyrgyz Republic in implementing the National Digital Strategy to 2028, including developing digital competencies, strengthening IT governance and inter-agency cooperation.

The Joint Programme, funded through the UN SDG Fund with support from the European Union and implemented by WHO, UNDP, UNFPA and UNICEF under the leadership of the UN Resident Coordinator in the Kyrgyz Republic, aims to strengthen Kyrgyzstan's digital health system.
