UNDP in the Kyrgyz Republic: Partnership with the Peacebuilding Fund

The Secretary-General’s Peacebuilding Fund (PBF) is the United Nations’ principal instrument for conflict prevention and sustaining peace, enabling integrated joint UN programming with national and local partners across the development, humanitarian, human rights, and peace pillars. Through coordinated UN action, the PBF supports nationally owned peacebuilding priorities and strengthens institutional capacities for prevention and resilience.
Since 2010, the Peacebuilding Fund has invested over USD 50 million in Kyrgyzstan, supporting a continuum of peacebuilding efforts—from post-conflict recovery to sustaining peace and preventing violent extremism. Current support (2021–2026) focuses on inclusive governance, social cohesion, trust-building, dialogue, and cross-border cooperation.
Kyrgyzstan’s eligibility for the Peacebuilding Fund was formally confirmed in 2021 through official correspondence between the President of the Kyrgyz Republic, Sadyr Japarov, and the UN Secretary-General, António Guterres, confirming high-level political endorsement, national ownership, and sustained commitment to peacebuilding and prevention.
Through PBF support, UNDP has partnered with national institutions to advance key sustaining peace frameworks, including the Concept of National Unity and Interethnic Relations, the Concept of Civic Identity “Kyrgyz Jarany”, the State Programme on Countering Extremism and Terrorism, the Concept of State Policy in the Religious Sphere, the Concept for Youth Development until 2030, and the National Action Plan on UN Security Council Resolution 1325 on Women, Peace and Security. These policy frameworks form the backbone of Kyrgyzstan’s approach to inclusive governance, social cohesion, and resilience.
