Realizing Rights of Persons with Disabilities: Strengthening Legal Frameworks and Institutional Cooperation

Bishkek, 15 December 2025 – A high-level roundtable convened government institutions, civil society, employers, and international partners to accelerate the implementation of rights for persons with disabilities. The discussion focused on translating legal guarantees into practical measures that ensure equal access to justice, public services, and employment. Participants examined systemic approaches for inclusive governance, coordinated institutional action, and sustainable partnerships.
The event brought together the Institute of Ombudsman, the Ministry of Labor, Social Development and Welfare, the Council on Disability Affairs, key ministries, UNDP Kyrgyzstan, employers, and organizations of persons with disabilities. Dialogue is centered on strengthening inter-agency cooperation, improving accessibility of state services, and creating conditions for full participation in social and economic life.
In 2025, UNDP delivered over 30 capacity-building sessions across the country, reaching more than 1,000 participants. These sessions enhanced knowledge on labor rights, disability legislation, gender equality, and strategic planning, enabling organizations to advocate effectively and engage in policy processes.

The Institute of Ombudsman, in partnership with organizations of people with disabilities, has conducted systematic monitoring of the accessibility of public services across the country. This initiative assessed compliance with national standards and identified practical barriers that limit equal access to justice, social protection, and administrative services. The findings provide evidence based on policy adjustments and informed recommendations to improve delivery service and ensure that rights guaranteed by law are fully realized in practice.

The rights of persons with disabilities are an integral part of human rights, and the protection of their labor rights is a crucial indicator of the development of an inclusive society. The Akikatchy Institute consistently works to ensure the observance of these rights in collaboration with government agencies and civil society."
UNDP provided expert support for legislative reforms, including the adoption of a new edition of the Law on Rights and Guarantees of Persons with Disabilities, amendments to the Criminal Procedure Code, and recommendations for inclusive provisions in labor and tax codes. These changes strengthen the legal framework for equal rights and protections.
Ainura Orozbaeva, Deputy Minister of Labor, Social Security, and Migration: "Special attention is being paid to issues of accessible environments, rehabilitation, and support, as successful employment is impossible without support in related areas. Improving accessibility directly affects a person's ability to work and be an active member of society."
Collaboration with the Ministry of Labor advanced sign language interpretation services and improved accessibility of public services. These measures enable people with disabilities to exercise their rights in recruitment, training, and professional adaptation without barriers.

Through our close cooperation, we have expanded access to justice by strengthening the free legal aid system, enhanced the capacity of organizations of persons with disabilities, and promoted more active participation of women and girls with disabilities in decision-making processes.”
Participants agreed to strengthen inter-sectoral cooperation, enhance employer engagement, and accelerate implementation of inclusive policies. UNDP will continue supporting legislative improvements, institutional capacity development, and innovative solutions to ensure equal rights for people with disabilities across all spheres of life.
