The Partnership for Action on Green economy (PAGE) released today its annual report for 2022 “Partnering for a Common Purpose”, marking great milestones, welcoming new partner countries, and celebrating the success of ten years of joint action towards green economic transformation.
On this occasion, the PAGE secretariat held a PAGE Global Family Gathering to present officially the 2022 Annual Report, and underscore with its many stakeholders the importance of collective cooperation in building a sustainable and inclusive future.
“We cannot do it alone, and are enriching the capacity of the whole of the UN system for a green and inclusive economic transformation, in partnership with DCO. A green economic and finance will require joint efforts by the whole of government, all economic sectors and whole of UN as we need to match the action with the ambitions to reverse the trends for global warming, biodiversity loss and unprecedented levels of pollution.” said Asad Naqvi, head of PAGE secretariat, who hosted the event.
As PAGE marks its 10th anniversary, its mission to inspire inform and enable partner countries to put sustainability at the heart of policy-making is critical. Just after overcoming COVID-19 slowdowns, national economies faced renewed shocks to supply chains and food and energy systems in 2022. The call for building resilient, green, and inclusive economies is more urgent than ever, shows the report.
The online event brought together 90 stakeholders from all over the world to discuss PAGE achievements and reflect on PAGE work. Representatives from partner countries, from the United Nations, funding partners and PAGE collaborators joined the event and exchanged lessons learned, ideas, achievements and projects to advance the green economy internationally.
Accelerating policy reforms in countries
Cambodia and Rwanda are the newest among the 22 PAGE partner countries, having officially joined the partnership in June 2022. The implementation of the PAGE programme was officially launched in Guatemala and Thailand. PAGE partner countries celebrated significant milestones of several years of successful collaboration with Burkina Faso, Mauritius, Senegal, South Africa and Uruguay that now become Alumni countries. New policy measures to reduce carbon emissions, facilitate green finance and sustainable public procurement, promote green industry, and protect natural resources were announced.
Influencing global debate
Participation to Stockholm+50 Conference, UNFCC COP27, and the World Circular Economy Forum created moments of success and visibility to put the green and just economic transition high on the global agenda. This was an opportunity for PAGE and partners to bring together representatives of governments, UN agencies, the private sector, think tanks and youth.
PAGE also provided support to the Indonesia’s G20 presidency through the Development Working Group and with mention in the G20 Bali Leaders Declaration.
Leveraging the UN system
The Green Transformation Economic Advisory Mechanism (Green Team) has extended its support to a total of 10 countries. Led by PAGE, this mechanism consists of economists from RCOs, PAGE agencies, UN Regional Economic Commissions as well as international and national think tanks and experts. The work of the Green Team ranges from country-level specific support to the contribution to knowledge sharing at global and national level.
PAGE is the pioneer to support offices of UN Resident Coordinator Offices to deliver tailored support to countries, enable cross-fertilization, and leverage the UN System for green economic transformation. Similarly, through a series of dialogues and workshop PAGE is building a close collaboration with DCO.
Developing skills and capacity
According to the report, 30,000+ people were trained using the training packages while 110,000 people from 193 countries have used the knowledge products such as the e-learning portfolio. 26,000 out of those 110,000 got certified. A Green Industry Summer School provided deep-dive learning for key actors in industry on circular economy, green recovery for SMEs, decarbonization and green jobs.
Green Recovery Observatory
The Green Recovery Observatory helped to showcase policy solutions and green investments providing the basis for a Sustainable Budgeting Approach. Embedded within its global action programme, PAGE strengthened analytical foundations through the modelling of green recovery scenarios and an expansion of the Global Recovery Observatory.
A strong Partnership
The Partnership for Action on Green economy (PAGE) is an alliance of give UN agencies, 22 countries, and eight funding partners with goal to accelerate a just transition to a low carbon, resource efficient, nature friendly and socially inclusive economy.
PAGE in the Kyrgyz Republic
PAGE has been supporting the Kyrgyz Republic since 2016, namely assisting the government in its efforts to integrate Inclusive Green Economy (IGE) goals into national planning processes. The Ministry of Economy and Commerce of the Kyrgyz Republic is the beneficiary of this initiative and the main coordinating state body in the implementation of PAGE in the Kyrgyz Republic.
Kyrgyzstan’s National Development Strategy Plan includes a strong set of policy reforms to promote cleaner growth based on the National Development Programme-2026. This prioritizes action on renewable natural resources, environmental pollution, and waste management, along with environmental fiscal instruments and nature-based tourism that can drive economic growth and help create green jobs.
In 2022, within PAGE UNDP and partners held Green Economy Forum that brought Kyrgyzstan’s key stakeholders and interested parties together to discuss progress on the National Green Economy programme and identify future priorities. To facilitate green finance development in Kyrgyzstan, PAGE has supported the participation of the Kyrgyz delegation in the study tour to Mongolia to learn their experience and lessons learned in promoting green finance and established partnerships for further cooperation. In addition, PAGE continued collaboration with the Alliance of Universities for Green Economy and Sustainable Development (AVZUR), which unites 13 of the country’s leading universities as members. Five topics for new Green Economy academic were selected and developed by AVZUR members, which are now accessible via the dedicated learning portal: http://e-learn.avzur.kg/ including the PAGE course on IGE modelling tailored to the national context. In 2023, this partnership in Kyrgyzstan will be focusing on Green Economy Modelling.
