National Forum “Society for All” Marks International Day of Persons with Disabilities in Kyrgyzstan

Today, Kyrgyzstan joined the global observance of the International Day of Persons with Disabilities under the theme “Fostering Disability-Inclusive Societies for Advancing Social Progress.” The National Forum “Society for All” brought together government representatives, civil society, organizations of persons with disabilities, international partners, and the private sector to reaffirm commitments to inclusion and equality.
This year’s observance builds on the momentum of the Second World Summit for Social Development, held in Doha on 4–6 November 2025, where world leaders adopted the Doha Political Declaration, calling for disability inclusion to be placed at the center of social progress. The Declaration reminds us that advancing social development is impossible without the full participation and leadership of persons with disabilities.
The principle “Nothing About Us Without Us” guided the Forum, ensuring that persons with disabilities were not only present but actively shaping the dialogue. Their voices highlighted lived experiences, aspirations, and solutions for building an inclusive society. Participants shared stories of resilience and innovation, demonstrating that inclusion is not charity—it is a matter of rights and justice.
Tolkunbek Isakov, Deputy chairman of the Council on the Affairs of Persons with Disabilities stated: “Today’s dialogue is about moving from words to action—ensuring that policies translate into real opportunities and dignity for persons with disabilities across Kyrgyzstan.”
Both globally and nationally, barriers persist: high risk of poverty, limited access to decent work, gaps in social protection, and unequal access to assistive technologies. Addressing these challenges is critically important for Kyrgyzstan as it strives to sustain economic growth and implement its new National Development Programme 2030. By expanding access to quality employment, strengthening social protection systems, and ensuring universal access to assistive technologies, the country can unlock the talents and contributions of all citizens. This approach will reduce inequality and become a driver of sustainable economic progress and social resilience.
“UNDP’s efforts have contributed to major legislative achievements, including the adoption of a new edition of the Law on the Rights and Guarantees of Persons with Disabilities, amendments to the Criminal Procedure Code to ensure accessible formats and assistance, and mechanisms for employment quotas under the Labor Code. Tax incentives were introduced to support workers with disabilities and employers. UNDP also analyzed laws on domestic violence, civil protection, and health to recommend inclusive measures. In addition, a specialized training module on access to justice for women and girls with disabilities is now integrated into professional development for legal practitioners, reinforcing systemic change and equal rights,” said Alexandra Solovieva, UNDP Resident Representative.
The Forum featured discussions on inclusive education, employment, social protection, and accessible environments. Special attention was given to justice and safety in emergencies, inclusive sports, and regional initiatives. A vibrant exhibition showcased products made by entrepreneurs with disabilities, underlining their contribution to local economies and the importance of self-employment.
Gulmira Kazakunova, Head of the Union of People with Disabilities “Ravenstvo,” stated: “The principle of ‘Leaving no one behind’ must remain at the core of state policy. We strive for a Kyrgyzstan where every person — regardless of disability — has the opportunity to learn, work, live in safety, and participate in society. May today’s forum become an important step toward building a truly inclusive society for all.”
The event concluded with recommendations to strengthen state policy, improve social and rehabilitation services, and expand the participation of organizations of persons with disabilities in decision-making. It also celebrated individuals who have championed disability rights and inclusion nationwide.
The Forum was held with the support of the UNDP and MFA Finland project on Access to Justice and joint project funded by the Global Disability Fund implemented by UNDP, UNICEF, UNFPA, and OSCE and FSDS, reaffirming Kyrgyzstan’s commitment to building an inclusive society aligned with global efforts to advance social progress and ensure that no one is left behind.
