Kyrgyzstan on the path to inclusive and gender-sensitive legislative reforms

Bishkek, 20 October 2025 — A round table was held in Bishkek to discuss the results of three analytical studies aimed at assessing the inclusiveness and gender sensitivity of the legislation of the Kyrgyz Republic. The analysis covered three key laws “On the Protection of Citizens' Health,” “On the Protection and Defence against Domestic Violence” and “On Civil Protection.”

The studies were conducted by the Public Foundation “Legal Assistance to Persons with Disabilities” in partnership with the Council for Persons with Disabilities under the Cabinet of Ministers of the Kyrgyz Republic, with the support of the United Nations Development Programme.

The work focused on identifying barriers and gaps that prevent equal rights and opportunities for all, as well as developing specific recommendations for improving legislation, taking into account the needs of women and men with disabilities.

During the round table, roadmaps were presented for each study, providing for:

  • amendments to laws to strengthen the principles of gender equality and the rights of persons with disabilities;

  • the development of a barrier-free environment in medical, social and civil infrastructure;

  • training specialists in inclusion and gender sensitivity;

  • expanding mechanisms for public oversight and transparency in the implementation of legislation.

Participants emphasised that the implementation of these recommendations would be an important step towards building a fair, inclusive and sustainable society in which every person can fully realise their rights.

The three analytical studies contributed to promoting the principle of ‘leaving no one behind’ and strengthening human rights and social justice in the Kyrgyz Republic, which is in line with the Sustainable Development Goals (SDGs) and the country's national priorities.

The event was held as part of the UN Global Disability Fund project "Promoting the Rights of Persons with Disabilities in Kyrgyzstan", implemented by UNDP, UNFPA and UNICEF under the coordination of the UN in Kyrgyzstan.
