Kyrgyzstan Launches Digital Solutions to Serve People

Bishkek, 25 April 2025 – A significant step toward a more inclusive and accessible justice system was taken by the Legal Aid Service under the Ministry of Justice and the United Nations Development Programme (UNDP). Today marked the presentation of the new Automated Information System “Electronic Archive” and the handover of essential computer equipment.
This initiative marks a critical milestone in Kyrgyzstan’s ongoing efforts to strengthen human rights protection and ensure equal access to justice for all—especially for women, persons with disabilities, and those living in remote and rural communities.
The newly introduced FLA "Electronic Archive" will streamline document management across the legal aid system, enhance transparency, and minimize the risk of information loss through reliable data storage and recovery. Coupled with the delivery of modern computer equipment, these advancements will significantly improve service delivery and expand public access to free legal aid.
Chairman of the Legal Aid Service, Akzhol Kalbekov, emphasized the strategic value of these tools: “A unified digital archive and enhanced IT infrastructure will not only cut costs but also bring legal aid services closer to the people, ensuring every citizen can exercise their legal rights.”

The initiative forms part of the third phase of the project "Strengthening Human Rights Protection and Equal Access to Justice in the Kyrgyz Republic", funded by the Government of Finland. It directly supports the implementation of Kyrgyzstan’s Development of the State-Guaranteed Legal Aid System until 2028, as well as the Digital Transformation Concept of the Kyrgyz Republic for 2024–2028, which prioritize access to justice as a pillar of sustainable and equitable development.
“This is more than a technical upgrade—it’s about making justice services faster, more reliable, and more inclusive,” said Alexandra Solovieva, UNDP Resident Representative. “By supporting the digitalization of the Legal Aid Service, we are ensuring that legal support reaches those who need it most. This collaboration reflects our shared commitment with the Government of Kyrgyzstan increase the effectiveness of legal aid services and ultimately improve the quality of legal support available to citizens in need.”

UNDP's support has helped expand Kyrgyzstan’s nationwide network of free legal aid centers, with 7 new offices opened in 2024 in hard-to-reach districts, now totaling 24 offices countrywide. The Hotline 114 has also been modernized, boosting its capacity to connect people in need with qualified legal advisors.
In 2024 alone, legal advice was provided to 83,795 persons, among them 49,205 women (58.7%) and 34,590 men (41.3%). Also, 16,092 citizens, including 552 persons with disabilities, received qualified legal assistance.
UNDP continues to work in close partnership with the Ministry of Justice to ensure justice systems are fair, accountable, and accessible, addressing the everyday justice needs of all, especially the most marginalized.
