The Kyrgyz Republic Launches Large-Scale Training for Specialists in Master Planning of Growth Hubs

The Ministry of Economy and Commerce of the Kyrgyz Republic, together with the Academy of Public Administration under the President of the Kyrgyz Republic named after Zhusup Abdrakhmanov, with the support of the Presidential Administration of the Kyrgyz Republic and the support of the United Nations Development Programme (UNDP), have launched advanced training courses on "Development Management: Preparing a Master Plan for a Growth Hub."

Bishkek, June 9, 2026 - The Ministry of Economy and Commerce of the Kyrgyz Republic, together with the Academy of Public Administration under the President of the Kyrgyz Republic named after Zhusup Abdrakhmanov, with the support of the Presidential Administration of the Kyrgyz Republic and thesupport of the United Nations Development Programme (UNDP), have launched advanced training courses on "Development Management: Preparing a Master Plan for a Growth Hub." The training is held pursuant to Cabinet of Ministers of the Kyrgyz Republic Resolution No. 81 dated February 20, 2025, which approved the Programme for the Formation and Development of Growth Hubs in the Regions of the Kyrgyz Republic for 2025–2030. 

The courses will cover specialists from the Mayor's Offices of eight cities: Manas, Talas, Naryn, Uzgen, Osh, Karakol, Batken, and Kant. Upon completing the training, participants will acquire practical competencies in master planning—from territorial analysis and the development of a strategic vision to the formation of project portfolios and KPI systems—and will be able to apply the acquired knowledge in developing master plans for their respective cities. The Cabinet of Ministers' resolution stipulates that the Mayor's Offices of regional centers must approve the finalized master plans through decisions of local self-government bodies by December 25, 2026.

The training is based on the Methodology for Developing a Master Plan for a Growth Hub, approved by an Order of the Ministry of Economy and Commerce of the Kyrgyz Republic on April 29, 2026. The Methodology was created as a practical tool for strategic, spatial, and investment planning. The six-day program combines lectures, practical exercises, and teamwork focusing on real territories: from data analysis and strategic vision development to the formation of project portfolios and KPI systems.

Choro Seyitov, First Deputy Minister of Economy and Commerce of the Kyrgyz Republic, emphasized at the opening of the courses: "The entire training course is based on the Methodology for Developing a Master Plan for a Growth Hub of the Kyrgyz Republic, prepared with the support of UNDP. The Methodology was approved by Order of the Ministry of Economy and Commerce of the Kyrgyz Republic No. 92 dated April 29, 2026. Allow me to express our gratitude and appreciation to UNDP for the fruitful cooperation and assistance in the socio-economic development of the republic's regions, and for the support provided in developing both the Programme for the Formation and Development of Growth Hubs for 2025–2030 and the Methodology itself."

UNDP supports the Kyrgyz Republic in implementing national priorities for regional development, including the development of the master planning methodology and strengthening the capacity of local self-government bodies.

Alexandra Solovieva, UNDP Resident Representative in the Kyrgyz Republic, noted: “A master plan helps to identify a territory's potential, determine development priorities, and shape a shared vision for the future. It allows linking investments, infrastructure, and economic opportunities into a cohesive development strategy.

What is particularly important is that Kyrgyzstan is now transitioning from developing approaches to applying them in practice. With UNDP support, in collaboration with the Ministry of Economy and Commerce, the methodology for preparing master plans for growth hubs was developed. Now, the key task is to build the necessary competencies and implement this approach at the local level.”

Background Information. The Programme for the Formation and Development of Growth Hubs for 2025–2030 is being implemented by the Government of the Kyrgyz Republic as a tool for sustainable regional development, investment attraction, and job creation. The master planning methodology, developed by the Ministry of Economy and Commerce with UNDP support, is already being applied in the pilot cities of Uzgen and Kant.
