In the framework of the project aimed at reducing vulnerability of the population to fires and creation of conditions for sustainable development, funded by the Republic of Korea, the Project Management Consulting undertook a regular mission to Bishkek during January 10-17 2020, which consisted of experts from Republic of Korea in respond, prevention, and rescue for fire safety, as well as experts who have involved in development of fire safety policies in the Republic of Korea.

The schedule of the mission was very tight and productive, and this time is more practical and field-oriented.  The team with the national partner of the Kyrgyz Republic from the Fire and Rescue Services visited residential buildings, schools, hospitals, hotels and fire stations to assess and evaluate fire protection systems in the buildings.

Inspection of the fire protection system in residential buildings revealed several violations of rules

Inspection of the fire protection system in residential buildings built during the 1980s showed that emergency exit hatches are completely closed by the residents themselves in many buildings. However, in the new apartment buildings, all the necessary standards are followed - emergency exits are provided and smoke sensors are installed, and many shopping centers are equipped with modern fire protection systems. However, fire partition which prevents fire from becoming severe was not introduced in the new residential buildings, also there is no regular investigation on installed pumps and fire hydrant.

During the 11-12 January 2020, upon receiving a fire signal, Korean experts along with their Kyrgyz colleagues went to the scene of fire accident to assess the cause of the fire and fire fighter’s reponse capacity: the Navat cafe, a kiosk and a residential building was damaged by fire accident with no casualties

In the process of extinguishing the fire by Kyrgyz firefighters, Korean experts emphasized their high level of preparedness and professionalism, as well as dedication to the work and were pleasantly surprised that their colleagues extinguished the fire without gloves, entered a smoke-filled residential building without oxygen masks, despite the high degree of danger.

At the same time, the needs of improving rescue equipment and skills were witnessed. The next mission will take place in February this year aiming for developing a training programme for firefighters in the Kyrgyz Republic.
