Kyrgyzstan is developing Integrated National Financing Framework

In 2020, the UN Joint Programme for the Development of the Integrated National Financing Framework (INFF) was launched to align policies and financing with the Sustainable development goals (SDGs). The program is financed by the United Nations Joint Fund for SDGs and implemented by the United Nations Development Program in the Kyrgyz Republic jointly with UNICEF. This project is a continuation of the constant support of the Government of the Kyrgyz Republic by the UN in the implementation of the global 2030 Agenda for Sustainable Development.

The main goal of this Programme is to ensure a more efficient, transparent, and results-oriented use of public financial resources, as well as a more coordinated and integrated use of private financing for national development priorities.

INFFs are one of the most powerful tools for the implementation of the UN Agenda 2030 and the 17 Sustainable Development Goals. They are comprised of four main blocks - assessment and diagnostics, financing strategy, monitoring and review, governance and coordination. Each of these blocks is a critical component that allows countries to track resources and direct financial flows more accurately and comprehensively to the areas where they are most needed.

In Kyrgyzstan, the Programme assists the Government of the country in forming the concept of priority reforms required for the implementation of the INFF and building the capacity of the authorities to increase their ongoing efforts to develop institutions and train key individuals to increase the impact of various forms of financial resources on the achievement of the SDGs in the country. This will help the country improve the framework for achieving the goals of the national development strategy and sustainable development goals, monitoring and oversight of their implementation, as well as improving the administrative system of strategic planning and budgeting.

Thus, the development of the INFF will engage policymakers and development partners in solving the most pressing socio-economic challenges prioritized in the National Development Strategy of the Kyrgyz Republic. The INFF will ensure that public and private resources, budget allocations and execution, investment strategies, fiscal policy objectives and partnerships are efficient and effective for achieving sustainable development outcomes, with particular focus on vulnerable groups, including women and children.

To date, the joint efforts of the Programme and the Government of Kyrgyzstan have begun work on the development finance assessment (DFA), which is designed to: strengthen the links between the functions of planning and financing policies; strengthen multi-stakeholder dialogue on funding; solve reforms to mobilize resources; and strengthen effective results-based financial management. Analytical work is underway to identify innovative financing tools that would help attract the private sector in financing the country's development priorities.

For information: The UN Joint Program for the Development of INFF is being implemented with the financial support of the Joint SDG Fund, established by the UN Secretary-General to work on all 17 global goals to transform development practices through the introduction of innovative approaches to development, as well as comprehensive and transformative policies leading to the creation of smart financing strategies aimed at driving progress towards the SDGs at the global, regional and country levels.
