Project Summary

The Inclusive and Just Pathway to 2030: Green Energy Future is a transformative initiative that supports Kosovo’s transition from coal-based energy to a clean, inclusive, and sustainable energy future. The project focuses on building institutional capacities, enhancing energy efficiency (EE), increasing renewable energy (RE) adoption, and reducing energy poverty, particularly among vulnerable populations. This project aligns with Kosovo’s Energy Strategy 2022–2031, the National Energy and Climate Plan 2025–2030, and Denmark’s development cooperation goals.


What we want to achieve?

The project "Inclusive and Just Pathway to 2030: Green Energy Future" aims to support Kosovo in achieving a just, inclusive, and sustainable transition from coal to renewable energy, fully aligned with national and EU energy and climate commitments. It seeks to strengthen institutional and policy frameworks, implement high-impact energy efficiency and renewable energy investments, and reduce greenhouse gas emissions while promoting social equity. The project focuses on enhancing the capacities of public institutions, empowering SMEs with technical and financial support, retrofitting homes of vulnerable households to reduce energy poverty, and fostering behavior change through public awareness campaigns. Through a comprehensive, people-centered approach, the project aims to ensure that the energy transition benefits all segments of society and positions Kosovo as a regional leader in climate innovation.


Expected Results

The expected results of the Inclusive and Just Pathway to 2030: Green Energy Future project are:

  • Strengthened institutional and policy frameworks for a just energy transition and improved coordination among central and local institutions.

  • Enhanced capacity of public servants and ministries, with at least 80 trained officials applying skills in renewable energy and energy efficiency policy implementation.

  • Increased adoption of renewable energy (RE) and energy efficiency (EE) measures, particularly among SMEs, with technical support and co-financing opportunities fostering innovation and sustainability.

  • Development of effective Public-Private Partnership (PPP) mechanisms to support energy efficiency investments in the private sector.

  • Raised public awareness and behavior change, with up to a 15% increase in the adoption of energy-efficient practices among households, businesses, and vulnerable groups by 2027.

  • Reduced energy poverty at the household level, through comprehensive audits and retrofitting of up to 200 homes of vulnerable households, with at least 30% of beneficiaries being women-led households.

  • Measured reductions in GHG emissions, both through regulatory reforms and direct implementation of EE/RE projects in households and SMEs.

  • Demonstrated scalable models for inclusive energy transition, serving as examples for broader replication in Kosovo’s energy and climate policies.
