UNDP launches the Public Pulse Report “Mapping Data Collection for Development

United Nations Development Programme (UNDP) in Kosovo launched today the Public Pulse Report on “Mapping Data Collection for Development”. The event brought together data experts and representatives of UNDP, and Kosovo institutions, providing an opportunity to discuss data and digital agenda in Kosovo.  
Over the past 20 years, UNDP Kosovo in partnership with USAID/Kosovo through Public Pulse has produced credible and unbiased data to be used by Kosovo institutions and other stakeholders as a crucial tool for human-centered policies and good governance. In 2022, UNDP undertook to analyze the causes of limited data use and data sharing systems, and to offer recommendations on methods to enhance data collection and use.
Maria Suokko, UNDP Resident Representative emphasized in her opening remarks: “Reliable and up-to-date data is fundamental human-centered planning, policies, and decision-making. Digitalization provides societies significant opportunities to improve the efficiency of public service delivery while also increasing transparency and strengthening trust. Evidence-based decision-making is key to ensuring that development responds to the needs of all population groups. UNDP undertook this analysis to understand the causes of limited data use and data sharing systems. The recommendations provide an opportunity to improve the use of data usage and advance Kosovo’s digital agenda”.
"Open Data should come as a design, not as an afterthought. Kosovo Central Institutions are working in creating a Data Governing Body who will work on data policy and data standards, and will sit with AIS" said Lulezon Jagxhiu, Advisor to the Prime Minister on ICT.
The report notes challenges and provides recommendations which will facilitate the sharing of data among institutions and for approaches to enhance data collection, digitalization, and their use for evidence-based policymaking. The findings suggest improvement on four pillars: legal framework, monitoring systems, infrastructure, and people.
The Public Pulse Visualizer platform, providing an immersive representation of collected data since 2010, was also launched at the event. The Visualizer can be accessed at: https://www.undp.org/kosovo/projects/public-pulse.
