Climate risk assessment methodology of the Republic of Kazakhstan

In line with national climate priorities and commitments under the Paris Agreement, Kazakhstan is developing its National Adaptation Plan (NAP). A key milestone in this process is the creation of a Climate Risk Assessment Methodology tailored to the national context. This methodology provides a structured framework for identifying, analyzing, and managing climate risks across sectors and regions, supporting evidence-based decision-making by government, local authorities, businesses, and communities.
Grounded in internationally recognized standards and frameworks—including IPCC AR6, ISO 14091 and 31000, UNDRR, and GIZ guidelines—the methodology combines qualitative and quantitative approaches and integrates gender-sensitive and socially inclusive principles. It offers sector-specific tools for water resources, agriculture, forestry, and disaster risk reduction. By applying this methodology, Kazakhstan will adopt a systematic approach to climate risk assessment, enabling the development of fair, effective, and sustainable adaptation strategies.
