UNDP and the Government of Kazakhstan support sustainable development in the Abay region through citizen engagement

The United Nations Development Programme (UNDP) continues a series of regional meetings across Kazakhstan as part of the Regional Programme “Sustainable Development: bridging local disparities for newly created regions,” implemented in partnership with the Government of the Republic of Kazakhstan. The programme aims to address disparities in access to services, employment opportunities, and infrastructure, while helping communities unlock their development potential in line with the Sustainable Development Goals.
The meeting in Semey brought together representatives of local authorities, including the Akim of the Abay region, district akimats, members of maslikhats, and public councils. Participants discussed regional development priorities, opportunities for inclusive economic growth, and avenues for future collaboration.
“We are currently implementing new initiatives in the areas of environmental protection, green economy, social support, education, digitalization, and entrepreneurship development. In this context, projects that align with the goals of the United Nations Development Programme are particularly important to us. This year, the region will see the launch of initiatives aimed at addressing socio-economic challenges, providing training for local authorities and residents, modernizing rural social infrastructure, and engaging young people in employment and entrepreneurship,” said Berik Uali, Akim of Abay Region.
Established in 2022, the Abay Region faces several structural challenges, including its reliance on a narrow range of industries: mining, manufacturing, light industry, and metallurgy. The region requires economic diversification and sustainable development that reflects the needs and interests of local communities.
The joint initiative between UNDP and the Government of Kazakhstan places a strong emphasis on enhancing the role of local authorities and communities in shaping inclusive and transparent development processes. In 2025, workshops were held for representatives of akimats, public councils, maslikhats, and NGOs in four districts of Abay Region: Ayagoz, Zhanasemei, Kokpekti, and Makanshy.
“Semey holds a special place in Kazakhstan’s history as a center of Kazakh cultural heritage, science, education, and the arts. UNDP is committed to supporting the sustainable development of the Abay region by offering expertise, eco-friendly solutions, and assistance in mobilizing investments. Strengthening mechanisms for local governance and participatory budgeting will empower citizens to take a more active role in community-level decision-making. I am confident that through joint efforts, we can contribute to building a more resilient regional economy and improving the quality of life for all,” said Katarzyna Wawiernia, UNDP Resident Representative in Kazakhstan.
Following the meeting in Semey, participants agreed to continue joint efforts on pilot projects involving community participation in areas such as infrastructure modernization aligned with environmental standards, waste management, and more.
The pilot initiative, currently underway in the Abay and Ulytau regions, lays the groundwork for scaling successful approaches that combine institutional development, citizen engagement, and digital solutions across the country. UNDP will continue to support this process as a strategic development partner.
