Background
Hurricane Melissa, which struck Jamaica on October 28, 2025, as a Category 5 storm, caused unprecedented devastation to communities, infrastructure, and essential services. The storm generated vast amounts of debris; including fallen trees, damaged building materials, and various solid wastes, creating significant health, safety, and environmental risks. In response, the Government of Jamaica declared the country a disaster area and prioritized rapid debris clearance to support early recovery and reduce secondary hazards.
To address these urgent needs, UNDP Jamaica is inviting Civil Society Organizations (CSOs) and Non-Governmental Organizations (NGOs) to apply for emergency grants aimed at implementing safe and effective debris management interventions. These initiatives will focus on clearing, segregating, recycling, and safely disposing of hurricane-generated waste, while also supporting livelihood restoration and energy resilience. The overall goal is to restore safe living conditions, enable economic recovery, and strengthen long-term community resilience in hurricane-affected areas.

Scope of Support
Eligible activities may include, but are not limited to:
- Debris clearance and removal from public spaces, roads, and community areas.
- Sorting and safe disposal of debris in compliance with environmental standards.
- Recycling and repurposing initiatives for hurricane-generated waste.
- Community mobilization and awareness campaigns on safe debris handling.
- Facilitation of Cash for Work programme to selected beneficiaries in selected communities.
- Provision of protective equipment and tools for cleanup teams
- Temporary storage solutions for hazardous materials
- Coordination with local authorities for integrated debris management plans.

Eligibility Criteria
• Must be a registered CSO or NGO operating in Jamaica.
• Demonstrated capacity to implement debris management activities within the proposed timeline.
• Ability to engage local communities and ensure safety standards.
• Compliance with UNDP’s financial and reporting requirements.

Funding Details
• Maximum Grant: USD $150,000 per organization.
• Funds must be utilized within the 3-month implementation period.
• Disbursement will be subject to signing a grant agreement and submission of a detailed implementation plan.
