Sustainable Landscape Programme Indonesia

Where sustainable agriculture, forest conservation, and community livelihoods meet

The Sustainable Landscape Programme Indonesia (SLPI) is a bilateral partnership between the Government of Indonesia and the Government of Switzerland, supported by the Swiss State Secretariat for Economic Affairs (SECO) and implemented with national and sub-national stakeholders.

SLPI supports sustainable land use, responsible commodity production, and inclusive rural development across selected landscapes in Sumatra and Kalimantan, where agricultural production, forest conservation, and community livelihoods intersect.

    Indonesia is a key global producer of agricultural commodities such as palm oil, cocoa, coffee, and rubber. Ensuring these commodities are produced sustainably is essential not only for environmental protection, but also for maintaining market access, improving rural livelihoods, and aligning with evolving global trade requirements.

    However, achieving sustainability at scale remains challenging due to:

    • Coordination gaps between national and sub-national policies
    • Uneven capacity among smallholder farmers and local institutions
    • Limited mechanisms to translate sustainability commitments into durable governance systems

    SLPI was designed to address these challenges through an integrated landscape approach, combining field-level implementation with policy alignment and institutional strengthening.

    SLPI operates through two interlinked components that work in coordination:

      Landscape-Level Implementation

      Component 1 consists of four landscape projects implemented at the district level by consortia of development partners. These projects work directly with local governments, communities, farmer organizations, and private sector actors to deliver technical assistance, facilitate multi-stakeholder dialogue, and strengthen local capacity.

      System-Level Integration (UNDP Indonesia)

      Component 2 is implemented by UNDP Indonesia and acts as the programme’s connective tissue. It links the four landscape projects, enables cross-landscape learning, and ensures that innovations from the field inform national policy and institutional frameworks.

       

      SLPI is implemented across four priority landscapes, covering five provinces and ten districts:

      These landscapes represent areas where commodity production, environmental priorities, and community livelihoods converge.

      UNDP Indonesia plays a strategic role in ensuring that landscape-level efforts translate into coherent, lasting systems beyond individual projects.

      UNDP’s support under SLPI focuses on:

      • Linking national, sub-national, and landscape-level institutions
      • Facilitating policy dialogue and coordination to ensure coherence
      • Enabling cross-landscape knowledge sharing and peer learning
      • Strengthening governance through systems thinking and Effective Collaborative Action

      Through this role, UNDP helps ensure that sustainability is anchored within public institutions and continues beyond the project lifecycle.

      Together, these partnerships translate sustainability commitments into action on the ground, ensuring implementation that is locally grounded, inclusive, and responsive to field-level realities.
