PIP - Policy Initiatives & Capacity (Support Papua & West Papua through LED)
Through Law No. 21 of 2001, Government of Indonesia granted Special Autonomy status for the two provinces, giving the region more financial resources to finance local development for twenty five years. After more than fifteen years under Special Autonomy, Papua and West Papua Provinces are still faces challenges such as low growth, high poverty rate, increasing disparity, prevalent violence against women, and social conflicts. UNDP is committed to support the two provinces to address those challenges. Building on the vast experience of UNDP in Papua and West Papua in the past ten years in the areas of policy advocacy, technical assistance and capacity building as well as knowledge sharing facilitation, UNDP intends to support the national and local development acceleration agenda in Papua and West Papua. In particular, UNDP will support local government in the areas of LED (local economic development), by promoting value chain development for local commodities, business incubation, and market access. At the same time, UNDP will also support local government to strengthen partnership among government and private sectors, and also on local governance reform. The PIP is expected to produce viable prototypes of these programmatic initiatives. The PIP willl then produce a full-fledge Prog ramme Document aiming to replicate/scale up the above prototypes into larger scale program interventions.
