This Guidance and Toolkit provides a practical, decision-oriented framework to support the assessment and implementation of insurance solutions as part of coastal resilience strategies. Developed based on Indonesia’s coral reef insurance experience in Gili Matra, it translates technical insights into step-by-step guidance for policymakers, practitioners, insurers, and development partners.

The toolkit focuses on how insurance can be used to manage the financial impacts of climate-related shocks—particularly by enabling timely access to funding for response and recovery. It does not position insurance as a standalone solution, but as one component within a broader risk management approach that includes risk reduction, preparedness, and public financial planning.

Structured around a six-step decision-making process, the toolkit is supported by practical tools, templates, and case examples to help users identify risks, assess financial exposure, determine suitability, and design implementable solutions. It is intended to be adaptable across different country contexts and institutional settings.
