Expanding Access to Childcare in Urban India: A Blended Finance Approach

An estimated 6–7 million women from low-income urban households in India need quality, affordable childcare today — a number that could triple by 2047. Yet existing public and private provisions meet less than 10% of this demand. This joint report by UNDP and Dalberg Advisors explores how blended finance can bridge this critical gap. It proposes innovative financing for two models: a hyperlocal, near-home community-led carepreneur model, and an industry cluster-based aggregated model for MSME workers near their workplace. By combining public funding, philanthropic capital, employer contributions, and user fees, the report offers scalable, affordable pathways to quality childcare — advancing women's workforce participation, child development, and India's broader economic growth.
