The Consolidated Reply encapsulates the suggestions of the Decentralization Community members on issues related to funds devolution to local bodies and measures for ensuring recommendations of Finance Commissions are implemented. The inputs were used in the preparation of the Chapter on Local Government finances in the Report of the Thirteenth Finance Commission.
