Assessment of the impact and consequences of the comprehensive measures following the 2014 floods

The floods that affected Serbia in May 2014 threatened the lives, health and property of more than 1.6 million people (22% of Serbia’s population) in 119 municipalities, 40 of which were devastated. The flood caused enormous damage, totalling around 1.5 billion euros, while it was noted that the losses together with the damage amounted to 1.7 billion euros, or 4.7% of GDP. The crisis revealed significant financial, administrative and procedural deficiencies in disaster risk management, which triggered comprehensive reforms. This Study summarises the results of the “Post-Disaster Reconstruction Impact Assessment” analysis conducted within the “EU for Serbia Resilient to Disasters” project, which is implemented by the United Nations Development Programme, with the support of the European Union. The main objective was to assess the impact of the (re)construction of flood defence infrastructure in the period following the May 2014 floods in Serbia, as well as the effectiveness of the newly constructed preventive infrastructure and non-structural measures in reducing flood risks in the period 2014-2023.
