Political Independence of Civil Servants and the Role of Senior Civil Servants. 2020

The publication provides an analysis and general characteristics of the Senior Civil Servant (SCS) institution. It draws on the experience of various countries and the insights of relevant experts.

According to the study, this mechanism enables the separation of politics from administration more clearly and thereby, supports effective functioning and independence of civil service. The study revealed specific ways, mechanisms and standards through which the SCS institution can operate without direct and indirect political influence. 

Key findings:

  • The readiness and political will of authorities are the essential factors in ensuring that the SCS mechanism fulfills its key purpose.
  • The introduction of the SCS institution shall consider historical experience, context and established practices in the country, relevant conditions for the proper functioning of the mechanism and the risk of politicizing the process. 
  • Most of the respondents support the introduction of the SCS mechanism in Georgia in the future.
  • However, the majority of the respondents believe that the full-fledged implementation of the Law on Civil Service is a critical precondition for the successful introduction of the SCS institution.
  • The establishment of the SCS institution in Georgia requires an in-depth assessment of its impact and relevant conditions for its effective functioning, as well as due consideration of and agreement on the reform’s scope among all the relevant stakeholders.
