Attitudes and Perceptions of Civil Servants on Performance Appraisal System. 2019

The study reflects the results of the implementation of the civil servants’ appraisal system in the Georgian civil service.

According to the research, in general, the establishment of the appraisal system in Georgian civil service is perceived as a positive and necessary step, but specific components of implementation were critically evaluated, including:

  • Hasty implementation of the system
  • Perception of the appraisal system as an additional bureaucratic procedure
  • High risk of "formal behavior"
  • Low involvement of middle management
  • Busy work schedule
  • Lack of communication between the manager and the employee
  • Weak feedback

The study revealed the factors necessary to improve the civil servants’ appraisal system:

  • Evaluation of the manager by the employee
  • Development of an electronic platform or software to improve the efficiency of the process
  • Standardize indicators and assessment criteria and develop more detailed calibration of scores

The research was conducted by the Ilia State University with the assistance from the United Nations Development Programme (UNDP) and the UK Government.
