Building the national expertise in human resource management

EU and UNDP assist Georgia’s Ministry of Environmental Protection and Agriculture in reforming its human resource management system

Thirty human resource professionals from the Ministry of Environmental Protection and Agriculture of Georgia attended a three-day training on Human Resource Management and Organizational Learning on 15-17 November. Supported by the European Union (EU) under the ENPARD programme, the training was organised by the United Nations Development Programme (UNDP) in partnership with PricewaterhouseCoopers Georgia (PwC).  The exercise covered some of the critical areas in human resource management, including performance and talent management, learning and development, employee relations and success planning.

“This training gives us invaluable insights for setting the Ministry’s priorities in human resource management, learning and development that are now more important than ever,” said Deputy Minister of Environmental Protection and Agriculture Khatia Tsilosani. “We see learning and development as part of an organisational routine, rather than a once off activity. Our employees expect the Ministry to foster a culture of learning offering them the continuous development opportunities that help improve competency levels and promote creativity and innovation.”

The training participants discussed how to recruit and retain high-calibre staff and what can be done by human resource professionals to support the employees.   

Assisting the Ministry of Environmental Protection and Agriculture in reforming its human resource system is part of the wider EU and UNDP support to rural development in Georgia implemented under the ENPARD programme. The Ministry of Environmental Protection and Agriculture is a key national partner in this endeavour responsible for coordinating a consolidated effort of the Government and moving the process forward in close consultation with civil society, local communities and international partners.

The EU-funded ENPARD programme has been implemented since 2013 with a total budget of EUR 179.5 million. Its main goal is to provide economic opportunities in rural area and reduce poverty in Georgia. More information on ENPARD is available at: www.enpard.ge
