THE EGYPT NETWORK FOR INTEGRATED DEVELOPMENT ENID: EXPANDED INTERVENTIONS (2023- 2027) AND SUPPORT OF HAYAH KARIMA
What is the project about?
The Egypt Network for Integrated Development (ENID) is a partnership between the Ministry of Planning, Economic Development, and International Cooperation (MoPEDIC) and UNDP, established in 2012. It pioneers a unique and comprehensive area-based development model that targets multidimensional poverty reduction, employment creation, and local economic empowerment, especially for youth and women.
Focusing primarily on Qena, and selected villages in Luxor and Sohag, ENID has introduced innovative interventions in skills development, job creation, sustainable agriculture, entrepreneurship and policy advocacy. The current phase (2022–2026) builds on these successes and focuses on:Integration with national initiatives including Hayah Karima.
- Knowledge sharing and capacity building for development partners toreplicate successful models.
- Expanding digital solutions for knowledge sharing, e-learning, marketing, and basic services (including medical services).
- Promoting private sector participation and entrepreneurship in productive and service sectors.
- Supporting the development of value chains and productive clusters to increase productivity and employment in Upper Egypt.
Situational Background
The new phase of ENID responds to the socio-economic challenges of Upper Egypt, where poverty, limited economic diversification, and rural isolation continue to constrain development. Building on over a decade of impact, the expanded interventions aim to scale up proven models and extend geographic coverage to reach more vulnerable communities.
ENID is closely aligned with the national Hayah Karima initiative, contributing to three of its key pillars:
- Human Development – improving skills, services, and living standards.
- Social Integration – promoting inclusion and community participation.
- Economic Empowerment – creating sustainable livelihoods and supporting local enterprises.
The project’s targeted villages overlap with those under Hayah Karima’s first phase and will expand to include additional communities under the initiative’s second phase, ensuring synergy and complementarity across national programs.
How are we doing this?
ENID strengthens local capacities, partnerships, and knowledge systems to ensure sustainable, inclusive, and scalable development. Building on lessons from previous interventions, the project:
- Develops the capacities of local development partners and integrates with ongoing national initiatives.
- Promotes knowledge exchange, social dialogue, and organizational sustainability mechanisms at the community level.
- Expands and supports entrepreneurs and investors across existing value chains, strengthening their linkages to markets and the private sector.
- Introduces digital tools and platforms to enhance access to training, services, and e-marketing.
- Supports institutional coordination and capacity building to ensure long-term sustainability and replication of successful models.
Through this approach, ENID works to consolidate and scale up its past achievements, ensuring that the results realized in Upper Egypt continue to generate impact and are replicated across other regions.
