Post-Disaster Needs Assessments (PDNAs) are government-led processes conducted in partnership with the United Nations, World Bank, and European Union to assess a disaster’s socio-economic impacts, including effects on people, livelihoods, infrastructure, services, and the economy, while also examining underlying vulnerabilities and opportunities to strengthen resilience. They provide the evidence base for recovery planning, helping partners identify priorities and build resilience.

The PDNA guidelines set out a shared approach for assessing damages, losses, human impacts and recovery needs across sectors. Complementing the guidelines, this set of assessment forms offer experts and practitioners a standardized framework to plan and collect information across social, productive, infrastructure, cross-cutting and macroeconomic areas. Used alongside PDNA guidance, they can strengthen analysis, support inclusive recovery planning and help identify opportunities to reduce risk and build resilience in communities.
