We need tools as fast as today’s disruptions — and that means faster, smarter, more inclusive crisis solutions and stronger strategic alliances. UNDP supports countries anticipate risks, unlock crisis finance, and use inclusive, human-centred technology and innovation for improved crisis responses.
The challenge
- 50% of SDG indicators lack trend data, with fragile areas lagging most. Slow data slows recovery and widens women’s digital gap.
- Only 25% of needed climate and disaster finance reaches fragile countries.
- Only 9% of Blended Finance reaches Fragile Contexts.
- 78% of Fragile States tax less than 15% of GDP (compared to the 34% average tax-to-GDP ratio for OECD countries).
Conflict, disasters and economic shocks are colliding, making crises deeper and harder to solve. UNDP supports countries understand and navigate systemic risks and uncertainty to stay on track.
In 16 countries UNDP is working to support:
- Systemic risk and uncertainty analytics and foresight
- Risk and uncertainty-informed development programming
- Building global development at risk community
- Risk Anticipation Datahub centralizes ready-to-use risk indicators.
For example, in Sri Lanka, early warning systems track risks, guiding timely UNCT action.
In Ecuador, UNDP supports joint analysis of complex risks across 13 UN agencies.
In the Maldives, UNDP supports governments to increase use of climate data to identify risk hotspots and vulnerable sectors.
Too many countries are stuck with short-term response, with little funding for investment in prevention and long-term peace and development. UNDP’s solution is faster, smarter crisis finance using flexible, aligned tools.
Supporting recovery finance in 14 countries, UNDP is working to unlock crisis financing through integrated solutions:
- Boosting tax revenues
- Expanding insurance coverage
- De-risking private and IFI capital
- Supporting debt issuances
- Strengthening public spending
- Financing strategies and INFFs
In Pakistan for example, after the 2022 floods, UNDP helped plan recovery and repairs, mobilizing over $10 billion to rebuild homes, infrastructure, and services.

UNDP is supporting the use of 580 digital tools in 82 countries, from e-commerce to e-governance. Some of the integrated solutions include:
