Stabilization

A rapid response in conflict-affected communities

After conflict, communities need urgent support to feel safe, restore services, and rebuild livelihoods.

With support, especially from Germany, UNDP partners with governments and local leaders to deliver rapid changes that rebuild trust and enable displaced people to return home.

“I was afraid to come back home after violence took my husband’s life,” says Dicko Aissatou Hama from Seytenga, Burkina Faso. With UNDP support to repair roads and revive farms, she returned. “Now, my community produces food for over 3,000 families.”

Women and youth leading stability

In Niger, Falmata Kerea Madou says, “Thanks to a rebuilt maternity ward, solar water, and lighting, more women now give birth safely. Women encourage each other, helping our community heal.” Across stabilization programmes, women and youth are central in planning, rebuilding, and leading local initiatives, strengthening communities from the inside out.

UNDP and its partners are providing essential services in Sudan, such as healthcare, clean water and livelihood support for displaced and host communities.

Restoring Justice and Institutions

The justice sector, severely weakened during the conflict, is also being revitalized. Dr. Tsegai Berhane, President of the Tigray Supreme Court, describes the challenges: “In many areas, district courts now operate without chairs, roofs, or essential resources, making it almost impossible to carry out their duties.”

Through PSF support, over 150 prosecutors have been trained, police stations rebuilt, and courts rehabilitated. The Supreme Court is prioritizing digitalization as a key reform pillar, aiming to create a more accessible, fair, and efficient judiciary that delivers timely justice.

Reintegration of Ex-Combatants

In parallel, Ethiopia is undertaking one of the world’s most ambitious Disarmament, Demobilization, and Reintegration (DDR) efforts, supporting the transition of over 370,000 former fighters back to civilian life. The journey is especially challenging for the 37,000 ex-combatants in Tigray living with conflict-related disabilities.

By September 2025, more than 80,000 ex-combatants had been demobilized, with thousands more receiving reintegration assistance across the country—marking a significant step toward sustainable peace and recovery.

Iraq:  Funding Facility for Stabilization

Since 2015, UNDP’s Funding Facility for Stabilization has completed over 3,800 projects, contributing the return of almost 5 million IDPs, through the restoration of essential facilities such as water, power, roads, bridges, schools, hospitals.

The prosthetics centre in Falluja Teaching Hospital was 90 percent destroyed during the Islamic State era. With UNDP support, it reopened in 2022 and now serves some 20,000 patients per month. Yassar Saed Abed Salman, who lost his brother and leg in conflict, says, “The prosthetics centre gives me hope. I can walk again and start rebuilding my life”.
