South-South Cooperation

Partnerships

China in its engagement through multilateral institutions and bilaterally with partner countries, contributes on a range of thematic global common issues that would advance the 2030 Agenda. It has partnerships with 122 countries and 20 multilateral institutions. Between 2013 and 2018, China’s foreign assistance amounted to 40bln USD.

Against this backdrop, UNDP provides technical advice to international development cooperation institutions in China, to ensure that they support the Sustainable Development Goals (SDGs), and that cooperation is green, inclusive, and benefits those who are most vulnerable.

Our work involves shaping the policy discourse and practices in China’s development cooperation and overseas public and private financing by providing policy and technical guidance on alignment with international best practices and norms.

In addition, UNDP leverages its global network and South-South Cooperation (SSC) to facilitate mutual knowledge and experience sharing between China and partner countries on best practices and lessons learned.

In Depth

UNDP provides advice to better carry out SSC, as well as Triangular Cooperation in support of the SDGs. This includes working with other UN agencies to provide a platform where relevant Chinese institutions and the needs and sustainable development priorities of South-South partner countries can be connected.

By facilitating policy dialogues, joint research, and technology transfer, UNDP supports demand-based and two-way knowledge exchanges for China to share its development experience with countries of the global south and vice-versa. For instance, while all countries have unique contexts and development challenges, China’s journey in fighting extreme poverty and hunger, and approaches to mitigate or even reverse environmental degradation and address climate change through for example investing in the hydrogen economy, can potentially be helpful experiences for other developing countries to refer to.

To ensure that China’s South-South Cooperation is sustainable and advance the SDGs and national development priorities of partner countries, UNDP also works to increase the institutional capacities needed to manage and guide SSC effectively. This includes in particular informing the policies and practices of China’s development cooperation providers to effectively incorporate international best practices and standards.

On financing for sustainable development, UNDP advises both state-owned enterprises (SOEs) and private companies going abroad on the application of Environmental, Social, and Governance (ESG) principles and SDG-aligned business models. We also inform the decision-making of national development banks to facilitate investment choices that are socially, environmentally, and economically sustainable.
