The overall “GOAL” of this Strategy is “to enhance the fisheries sector contribution to the national economic growth whilst ensuring the environmental and resource sustainability, improving community livelihoods, strengthening the food security needs, and job-creating economic empowerment opportunities with a focus on youth and women”.

The processes of NFS formulation were supported by UNDP and IFAD under the respective Economic Diversification Support Programme (EDSP) Fisheries and Fisheries Investment Project (FIP).
