Maghreb Strategy 2025–2030

October 16, 2025

Maghreb countries have invested heavily in infrastructure, energy, and urban growth—laying the physical backbone for future prosperity.

These investments have built a solid foundation, yet their dividends must now translate into inclusive growth and meaningful opportunities—especially for youth and women.

In response, UNDP has developed the Maghreb Strategy (2025–2030)—a framework to strengthen coherence across UNDP support through our Country Offices in Algeria, Libya, Morocco, and Tunisia.
Anchored in each Country Programme Document and aligned with the upcoming UNDP Strategic Plan (2026–2029), the Maghreb Strategy supports nationally led priorities while fostering coordinated action, subregional dialogue, and shared learning to maximize impact.

It provides a coherent lens to advance inclusive, resilient, and sustainable growth through UNDP support to accelerated economic transformation, climate action, energy transition, and policy coherence—aligned with broader agendas such as the Arab Vision 2045 and the African Union’s Agenda 2063.

This Strategy reflects two years of collaboration across UNDP—from Country Offices and the Amman Regional Hub to Headquarters and partners—and reaffirms our collective commitment to helping the subregion convert investment into impact, potential into opportunity, and reform into resilience.
