The Digital Policy Framework (DPF) for the Arab States is a comprehensive, evidence-based tool developed by the United Nations Development Programme (UNDP) in partnership with Ooredoo Group to guide governments in the region through digital policy making and transformation. Recognizing the different stages of digital development across countries, the framework is grounded in the principle that digitalization must be human-centric, safe, and inclusive. It synthesizes widely recognized global frameworks and lessons from national case studies to help governments identify priorities, assess digital maturity, and design policies for harmonized and sustainable transformation. By applying the DPF, governments can accelerate digital transformation, build resilient and inclusive economies, and realize broad economic, social, and developmental gains, directly contributing to achieving the Sustainable Development Goals (SDGs)"
