As part of the implementation of the Regional Programme on Local Democracy in the Western Balkans 2 (ReLOaD2), an in-depth legal analysis was required by partner municipalities to determine whether municipal funds allocated to civil society organizations (CSOs) should be followed by public procurement rules or the LOD methodology.

The "Legal Analysis for the Support of Civil Society with Public Funds from Municipalities" provides a comprehensive overview of the legislative framework regulating the distribution of municipal funds. It also offers practical recommendations to help municipalities:

• Implement procedures effectively within the ReLOaD framework.
• Strengthen their support for CSOs, recognizing their essential role in empowering citizens and enhancing public service delivery.
