EU4LMI Portal: Advancing Transparency for Inclusive Labour Market Solutions

Sustainable change begins with informed and empowered communities.

Transparency is more than a principle—it is the foundation of trust, accountability, and impact. Reflecting this commitment, the EU for Labour Market Inclusion (EU4LMI) project has launched a dedicated online portal eu4lmi.al. This platform ensures open access to project grantees information, data, and results for all stakeholders.

Funded by the European Union and implemented by UNDP Albania in partnership with the Swedish Public Employment Service and the Albanian Disability Rights Foundation (ADRF), the EU4LMI project is a crucial step toward building a more inclusive and dynamic labour market across 19 municipalities in Albania. The project supports vulnerable groups—including NEETs (people not in education, employment, or training), young mothers, people with disabilities, and beneficiaries of cash assistance—by enhancing their employability and connecting them with sustainable job opportunities.

Why Transparency Matters

The EU4LMI Portal embodies a shared commitment by the European Union and UNDP to transparency and accountability in development. The platform provides real-time access to 12 projects implemented by CSOs, grantees in partnership with local service providers, including beneficiary information, progress reports and geographic coverage In line with the EU4LMI overall objectives the portal expands information on the entire intervention aiming at bringing all national and local actors together to foster the partnerships.

This open-access approach allows the public, partners, and beneficiaries to track resource allocation, project locations, and the beneficiaries of its interventions. In doing so, it strengthens public confidence, enhances institutional credibility, and fosters collaboration between national and local actors. 

“Transparency is not just about publishing data; it ensures that citizens, local authorities, and partners can see, understand, and engage with the development processes that shape their lives”-says Edlira Papavangjeli, Project Manager.

UNDP’s Commitment to Open and Accountable Development

For UNDP, transparency is central to achieving sustainable development. It ensures that efforts are accountable to the people they serve and that resources are used effectively to create measurable impact.

The EU4LMI Portal builds on UNDP’s broader transparency initiatives in Albania, following the successful model of the EU4Schools Portal. That EU-funded program, also implemented by UNDP, provided detailed, real-time updates on school reconstruction following the 2019 earthquake. Together, these initiatives demonstrate how digital transparency tools can build public trust and ensure that every action, euro, and result is traceable and verifiable.

Building Trust Through Open Information

By combining digital innovation with a robust accountability framework, the EU4LMI Portal marks a significant step forward in transparent and inclusive governance. It empowers citizens, National Agency for Employment and Skills, municipalities, and partners to monitor progress, access reliable information, and participate in the dialogue surrounding Albania’s labour market transformation.

Ultimately, transparency is not merely about reporting results—it is about sharing responsibility for them. Through platforms like the EU4LMI Portal, the EU and UNDP reaffirm their commitment to openness, collaboration, and the conviction that sustainable change begins with informed and empowered communities.
