Implementation plan for the 2025 National Policy on Persons With Disabilities

The Government of the Republic of Zambia is committed to developing a comprehensive policy framework in order to ensure an inclusive environment for persons with disabilities. This is in order to facilitate meaningful improvements in the lives of persons with disabilities and contribute to the realisation of their aspirations. 

The Policy will guide individuals, agencies, organisations, researchers, practitioners, advocates and volunteers on how they can enhance access and ensure persons with disabilities are not hindered in participating all spheres of life. In order to effectively and efficiently implement the National Policy on Persons with Disabilities a framework to provide the implementation process has been developed. 

The Implementation Plan identifies programmes and objectives, defines measures and actions in line with the thematic areas outlined in the Policy namely. The implementation of the Plan will leverage on concerted efforts and commitment from all stakeholders. I would therefore, like to call upon all stakeholders at all levels to fully support the implementation of the Plan as a commitment to improve the wellbeing of persons with disabilities. It is my sincere hope that the Plan will contribute to the creation of an enabling environment that takes into consideration the needs of persons with disabilities in the country.
