Implementation of the Debris Recycling and Reuse System in Ukraine. Summary Report on the Findings and Recommendations of the Feasibility Study

June 9, 2026

Since the start of Russia’s full-scale invasion, Ukraine has experienced destruction on an unprecedented scale, resulting in the rapid accumulation of debris and construction and demolition waste (CDW). Managing this material poses a critical challenge for recovery, while also presenting an opportunity to transition towards more resource-efficient and circular approaches in the construction sector.

This report presents the findings of a feasibility study assessing the potential to establish a sustainable, market-based system for debris recycling and reuse in Ukraine.

The study was conducted by the non-governmental organization “Better Regulation Delivery Office” between June 2025 and March 2026 at the request of the United Nations Development Programme (UNDP) in Ukraine and the Ministry for Development of Communities and Territories of Ukraine, with financial support from the Government of Japan.
