This practical guide helps public authorities prepare official information that is clear, accessible and easy to understand. It povides practical explanations, examples and step-by-step guidance for assessing and improving written communication in everyday work.

The publication complements the Methodology approved by the Ministry of Culture of Ukraine in July 2026 as part of the national policy on barrier-free environments. It introduces no new requirements but supports the practical application of the Methodology to promote inclusive and people-centred communication.

The guide and the Methodology were developed at the request of the Ministry of Culture of Ukraine, with support from the United Nations Development Programme (UNDP) in Ukraine, funded by the Government of Japan, as well as within the framework of the "DIA Support Project", implemented by UNDP with funding from the Government of Sweden.
