Perception of integrity in local self-government bodies

Analytical report

Post-war recovery processes, including reconstruction and investment in damaged or destroyed infrastructure, are already underway — and will continue on a much larger scale once martial law ends — with the active financial, organisational, and other participation of territorial communities and local self-government bodies. In this context, assessing how principles of integrity are perceived within territorial communities is essential for identifying areas where further support for anti-corruption initiatives is needed at the local level.

In response to this need, the NGO "Institutional Development Foundation," in partnership with the Ministry for Communities and Territories Development of Ukraine, the National Agency on Corruption Prevention (NACP), with support from UNDP in Ukraine and funding from the Government of Japan, has prepared the analytical report "Perception of Integrity in Local Self-Government Bodies."

The study was conducted through a nationwide survey of four target groups directly related to the activities of local self-government bodies, namely: heads of communities, employees of local self-government bodies, authorised representatives of local self-government bodies, and representatives of business and the public who had experience interacting with local self-government bodies in the area of anti-corruption efforts within territorial communities. 

The survey covered all 24 regions of Ukraine. Based on the results of the study, the key areas for promoting integrity at the local level have been identified as further strengthening institutional capacity, implementing the "Tone at the Top" concept, and enhancing support for authorised officers.

The report offers a range of recommendations for bodies responsible for shaping anti-corruption policy.
