Debris management standard operations procedures (SOP)

Since the Russian full-scale invasion of Ukraine in 2022, widespread destruction has generated vast volumes of debris, impeding recovery and posing serious risks to public health and the environment. Managing this debris effectively is critical to enabling communities to rebuild, restore public services, and ensure a safe and sustainable recovery.

UNDP’s Debris Management Standard Operating Procedures (SOPs) provide a structured framework to address these challenges in alignment with Ukrainian legislation and international best practices. By prioritizing safety, sustainability, and inclusivity, the procedures ensure that debris removal and processing are conducted efficiently, transparently, and with minimal environmental impact. These procedures also support the government’s efforts to rebuild a wide range of infrastructure, including residential buildings and social facilities.

The SOPs were developed by UNDP in Ukraine with the support of the Government of Japan.
