Project summary

This project aims to offer technical assistance to the Ukraine Public Building Energy Efficiency (UPBEE) Programme, which is funded through a loan from the European Investment Bank (EIB).  The primary goal of this programme is to fund extensive energy efficient upgrades in public buildings across Ukrainian cities, with a focus on small and medium-sized municipalities, and local governments. Beyond energy improvements, the Programme also allocates funding to repair war damages and modify public buildings, ensuring they cater better to the needs of Internally Displaced Persons and their host communities.

Our role involves supporting the realization of these sub-projects. This includes revising energy efficiency audits and technical designs, streamlining institutional and administrative processes, and ensuring procurement compliance while mitigating corruption risks.

The main beneficiaries of this project include local state administration, local self-governing bodies, and communal enterprises that receive financial backing from the EIB under or advisory support for developing and implementing a sub-project.
