300 energy students have already begun training in renovated workshops.
UNDP and Japan modernise training centres for energy sector specialists in Kyiv and Vinnytsia oblasts

Ukrainka, Vinnytsia, 23-24 December 2025 – The United Nations Development Programme (UNDP) in Ukraine, with funding from the Government of Japan, has completed the technical re-equipment and renovation of two specialised training centres at vocational education institutions in Ukrainka, Kyiv Oblast, and in Vinnytsia.
The updated workshops will operate as multi-profile educational hubs. They provide students of vocational lyceums with modern and appropriate conditions to master in-demand specialities in the energy sector. The first 300 students have already commenced their studies at these centres.
Beyond basic training, the hubs will offer short-term retraining courses for adults, particularly for internally displaced persons (IDPs) and veterans. This approach will help them quickly acquire new professional skills and improve their prospects for successful employment.
The premises underwent a comprehensive overhaul: reinforced plastic windows and doors were installed, ventilation and heating systems were modernised, wear-resistant flooring was laid, suspended ceilings were fitted, and energy-efficient lighting was installed. The centres also received modern training equipment, including alternative energy source kits, electrical safety and power quality control simulators, automation systems, metering devices, and specialised kits for installing concealed wiring and earthing.
Natalia Havatiuk, Deputy Head of Kyiv Oblast State Administration, emphasised the strategic importance of the renovated centre for the Kyiv region: “The modernized workshop will enhance the quality of training for specialists working at critical infrastructure facilities, thereby strengthening the region’s energy security,” Havatiuk said. “We are sincerely grateful to UNDP and the Government of Japan for their consistent support and for recognizing the importance of high-quality vocational education.”
Andrii Kavunets, Deputy Head of Vinnytsia Oblast State Administration, also highlighted the project's significance: “The renovated educational and production workshop will significantly expand the capabilities of the college, which currently serves 500 students,” Kavunets said. “The institution will now be able to train qualified electricians in line with the current needs of the energy sector and the labour market. This is a significant contribution to the stable operation of critical infrastructure and support for the residents of Vinnytsia Oblast.”
Maria Gutsman, UNDP Ukraine Inclusive Development Team Leader, noted that investment in vocational education is one of the organisation's key priorities: “Modernising vocational education and training institutions is part of UNDP’s comprehensive approach to expanding access to quality vocational training, as it is the foundation for human capital development and increasing labour market competitiveness,” Gutsman said. “With the support of the Government of Japan, UNDP plans to complete the reconstruction of five more training centres by March 2026.”
Background:
As part of its human capital development activities in Ukraine, UNDP supports the training and retraining of people most affected by the war, including IDPs and veterans, and strengthens the capacity of vocational education and training institutions.
Key results include:
- The implementation of short-term retraining programmes lasting from one to six months in 40 in-demand professions; approximately 1,600 people have completed training, of whom more than 1,100 have already secured employment.
- The completion of renovation work in 19 vocational education institutions, with restoration work ongoing in a further six; more than 100 vocational schools across the country have received modern equipment.
