Digital Transformation Ministry and UNDP present a national web platform for Diia Centres

This new government tool will help citizens quickly and easily access the services provided by national and local authorities, and help representatives of the ASCs to improve the quality of their services.

Kyiv, September 6, 2021 – The Ministry of Digital Transformation and the United Nations Development Programme (UNDP) in Ukraine have launched the National Diia Centres Web Platform for administrative service centres (ASCs), established with the financial support of the Government of Canada.

The web platform will provide citizens with comprehensive information about both online and administrative services, report news regarding the activities and schedules of the ASCs, store addresses, contacts, an interactive calendar for events, etc.

The Deputy Minister of Digital Transformation of Ukraine Liudmyla Rabchynska noted that every Ukrainian planning a visit to the administrative service will find directions to the nearest Centre via the web platform, will be able to check the current schedule, available basic and additional services, and assess the quality of the service provided.

"Soon the public will have access to a highly anticipated opportunity – pre-registration to the Centre online. We plan to launch this feature in 2022 and scale it to all ASCs in Ukraine, and there are already more than two thousand of them. This will allow us to reduce the inconvenience of lengthy queues for access to public services from people's lives," Rabchynska added.

Citizens will use the platform to:

• Get information about the work of the Centres and the list of administrative services;

• Find the nearest Centre on the map and make an appointment;

• Evaluate the quality of services, leave feedback, complaints, ideas or suggestions;

• Apply for employment to the ASC.

The Ambassador of Canada to Ukraine, Larisa Galadza, noted that Canada is proud to support this effort and is pleased that it builds on Ukraine's efforts towards digitalization.

"We know that service delivery that focuses on the needs of citizens is a key priority for the Ukrainian Government. This web platform will make it easier for Ukrainians to engage with their government and access the services they need. In the end, the government should act as a facilitator, not a barrier. With this platform, we move another step in that direction for all Ukrainians."

In addition, the project will serve as a platform for the exchange of experiences and information between ASC staff. With this tool, they will be able to administer and participate in online training, receive explanations and recommendations on their work, access a library of valuable resource materials, and learn best practices.

Manal Fouani, UNDP Deputy Resident Representative in Ukraine, is convinced that a reliable and strong partnership with the Ministry of Digital Transformation of Ukraine creates space to join forces and promote innovative and effective and inclusive digital solutions for the citizens of Ukraine. 

"It is essential that vulnerable groups, who for one reason or another could not receive services in stationary administrative services centres, will have access to the full range of administrative services," Fouani said. "I am confident that this fundamental step in the digitalization of inclusive public processes will not only help citizens receive convenient and high-quality public services but will also be a necessary solution to eliminate conditions conducive to corruption in this area."

The national web platform of Diia Centres was created under the UN Recovery and Peacebuilding Programme in partnership with the Ministry of Digital Transformation of Ukraine and the SURGe project (The Support to Ukraine's Reforms for Governance Project) with financial support from the Government of Canada.

Background

The United Nations Recovery and Peacebuilding Programme (UN RPP) is being implemented by four United Nations agencies: the United Nations Development Programme (UNDP), the UN Entity for Gender Equality and the Empowerment of Women (UN Women), the United Nations Population Fund (UNFPA) and the Food and Agriculture Organisation of the United Nations (FAO).

Twelve international partners support the Programme: the European Union (EU), the European Investment Bank (EIB), the U.S. Embassy in Ukraine, and the governments of Canada, Denmark, Germany, Japan, the Netherlands, Norway, Poland, Sweden and Switzerland.
