The Inclusive Growth and Sustainable Development Portfolio embodies UNDP’s integrated response to Ukraine’s recovery, spanning physical infrastructure reconstruction, humanitarian demining, and inclusive economic renewal. 

Investment Infrastructure addresses both the physical and institutional dimensions of reconstruction. On the ground, UNDP rehabilitates and modernises community assets like schools, hospitals, administrative service centres, vocational training facilities, marketplaces, and business hubs, applying the Build Back Better or BBB principle to embed accessibility, energy efficiency, and gender sensitivity into every project. Equally important is the governance layer: UNDP works to de-risk foreign investment in infrastructure by building the capacity of local authorities to manage large-scale, transparent, and accountable reconstruction – including facilitating access to financing.

Economic Recovery focuses on building an enabling ecosystem within which inclusive growth can take root. At the enterprise level, UNDP is supporting the development of a nationwide business support network – establishing resilient business hubs, advisory points, Made-in-Ukraine enterprise development offices, and business centres that give entrepreneurs access to the services, facilities, and networks. This is complemented by direct support to Ukraine’s Business Membership Organisations, or BMOs, strengthening the intermediary layer that connects firms to markets. Labour market development is another core dimension: UNDP is supporting the modernisation of vocational education institutions and the State Employment Service, expanding reskilling pathways. At the policy level, UNDP engages in evidence-based dialogue to align national frameworks with long-term recovery priorities – including direct support for the development of Ukraine's Export Strategy and SME Strategy.

Mine Action addresses explosive ordnance contamination as both a humanitarian imperative and a structural barrier to recovery. UNDP’s work operates across several interconnected domains. At the operational level, the programme supports land release through non-technical and technical surveying, clearance, and the integration of innovative technologies, including AI-assisted detection, satellite imagery, and UAV-based systems, to increase the speed, precision, and evidence base of demining operations. At the institutional level, UNDP is strengthening national mine action governance and coordination, supporting the Government of Ukraine in building a modern, data-driven mine action system that is nationally led and sustainably managed.
