The Ashgabat Risk Profile
The Ashgabat Risk Profile
June 6, 2026
The Ashgabat Risk Profile provides a comprehensive assessment of the climate and natural hazards facing the capital of Turkmenistan. The document identifies the city’s key hazards, including earthquakes, mudflows (debris flows), drought and extreme heat.
The document also proposes practical solutions for disaster risk reduction and climate change adaptation, taking into account the vulnerability of the population, housing stock and urban infrastructure and critical sectors.
In addition, the Ashgabat Risk Profile serves as an analytical foundation for integrating disaster risk reduction and climate change adaptation into urban planning.
Ashgabat was selected as one of the pilot cities for the UNDP regional project, alongside Petropavlovsk, Osh, Dushanbe and Namangan. Each of these cities faces unique challenges and shared regional hazards
The document was prepared under the Regional UNDP project “Enhancing Urban Resilience to Disasters and Climate Change in Central Asia”, funded by the Government of Japan.
