Ashgabat, 23 August 2022: – The members of the working group on elaboration of the financial account, established with the support of the joint project between UNDP and State Statistics Committee of Turkmenistan, came together to work on strengthening the methodological potential of national accounts in accordance with the requirements of 2008 System of National Accounts (SNA 2008).

During the meeting, participants discussed the draft Methodological Guidance on elaboration of financial account in the matrix format “from whom-to-whom”, which has an advantage of being very useful for checking the quality of data in national accounts. The concept of three-dimensional tables of the “from whom to whom” matrix is a transcript of the financial accounts of the SNA, which allows to trace the flow of risks between sectors in three planes at once, namely from the side of a creditor, a debtor and the financial instrument used by them. Furthermore, the participants of the meeting were familiarized with the schematic representation of the matrix "from whom to whom", recommended сlassification of Institutional Sectors for Compiling “from whom-to-whom” matrix and its analytical application.  

At the end of meeting, it was decided to forward to all working group members for further consideration and approval the developed draft of Methodological Guidance on elaboration of financial account in the matrix format “from whom-to-whom” taking into account the suggestions and comments made by the participants during the meeting.
