National Human Rights Action Plan for 2021-2025 adopted by the Government of Turkmenistan

Ashgabat, April 16, 2021: The President of Turkmenistan signed a decree approving the National Human Rights Action Plan of Turkmenistan for 2021-2025 (NHRAP for 2021-2025).

The adoption of the given NHRAP 2021-2025 is aimed at strengthening the national system of provision and protection of human rights and liberties in Turkmenistan, implementation of the international obligations of the country in the given area, and the expansion of cooperation with the international organizations in the humanitarian sphere.

The United Nations Development Programme (UNDP) and the Institute of State, Law and Democracy of Turkmenistan conducted a series of technical consultations during 2020-2021 with the Interdepartmental Commission on Ensuring the Fulfillment of Turkmenistan's International Obligations in the Field of Human Rights and International Humanitarian Law on the development of the approved NHRAP 2021-2025. The UNDP national and international experts analyzed the realization of the previous NHRAP for 2016-2020 and developed the Results Matrix of the Plan defining new tasks and indicators to measure the effectiveness of the implementation of the NHRAP 2021-2025.

The NHRAP for 2021-2025 will be implemented by state and local authorities with involvement of civil society organizations, UN Agencies, and other international organizations.

On December 11, 2020, the UNDP Office in Turkmenistan and the Institute of State, Law and Democracy of Turkmenistan signed a project document “Assistance in the realization National Action Plan of Turkmenistan in the field of human rights for 2021-2025” aimed at strengthening the national system of protection, promotion, and realization of human rights in Turkmenistan by harmonizing laws and practices in accordance with the country's international human rights obligations and realization of the NHRAP.
