Local capacity strengthens in combating climate change

Trainings held under the Cool Up Programme enhanced the inspection and implementation capacity of provincial directorate personnel in the fight against climate change
Trainings are of great importance to eliminate the knowledge gaps encountered by experts responsible for environmental audits at the local level in legal regulations and inspection processes on climate change and greenhouse gases. In response to this need, the United Nations Development Programme (UNDP), in collaboration with the Directorate of Climate Change, organized a three-day training seminar in Antalya on 9–11 April 2025 as part of the Cool Up Programme.
The seminar was designed for personnel from the provincial directorates of the Ministry of Environment, Urbanization and Climate Change and brought together 84 experts from 47 provinces. It followed an earlier session held in February 2025 in Antalya. Through both rounds of training, a total of 130 experts from 74 provincial directorates were reached, contributing to the strengthening of Türkiye’s technical capacity in tackling climate change at the local level.
Throughout the three-day programme, participants received in-depth briefings on key topics including climate change, the Climate Law, legislation on fluorinated greenhouse gases (F-gases), the fight against illegal trade, the monitoring, reporting and verification of greenhouse gas emissions, inspection mechanisms and sustainable cooling. In addition to theoretical presentations, participants discussed real-life cases from their regions and worked on developing practical checklists to use during on-site inspections.
The training played a critical role in addressing both technical and regulatory challenges faced during field inspections, while significantly contributing to the enhancement of local capacity. Moreover, the inclusion of emerging concepts such as sustainable cooling together with its environmental, economic, and technological dimensions helped raise awareness among participants.
These trainings represent an important step toward strengthening local capacity in Türkiye’s climate action efforts and improving the effective implementation of the legislation.
