Gender equality is not a standalone goal — it is a driver of inclusive, resilient, and sustainable development. The UNDP Timor-Leste Gender Equality Strategy 2026–2030 sets out how UNDP integrates this commitment across all its programmes and operations in the country.

Despite significant progress, women and girls in Timor-Leste continue to face barriers in accessing services, economic opportunities, and decision-making — particularly in rural areas. Gender-based violence, limited land and market access, underrepresentation in governance, and the disproportionate impacts of climate change remain pressing challenges.

The strategy responds to these realities through four priority areas: social capital and inclusive services, economic development, climate and resilience, and democratic governance. Across all four, it combines approaches that address immediate gaps and tackle the deeper structural inequalities and social norms that sustain them.

Implementation is grounded in the principles of Leave No One Behind, human rights, and intersectionality, and supported by strong partnerships with government, UN agencies, civil society, and the private sector. A clear monitoring and accountability framework tracks progress through disaggregated data and results-based management.
